PRINCIPLES
OF THE WORKPLACE FOR YSCC
Volunteers
A volunteer is any person not paid from
YSCC funds who fulfills a defined client service. This does not
include Board members, contract personnel performing a client service
role but paid from other funding sources, and outside agency employees
such as members of the court system or case workers.
Volunteers, in order to act on behalf of YSCC
must make application, and be accepted and approved by the YSCC
Board of Directors. Volunteers and any other representative of
YSCC are expected to demonstrate the highest level of personal
and professional ethics in their performance of voluntary duties.
A volunteer, having direct contact and interaction with the youth
client will have a personnel file containing an application, an
OSBI check, and a screening interview. The interview will be conducted
by the Executive Director. The file will also contain the responsibilities
of the volunteer.
Orientation: Volunteers and interns will be provided with a working
knowledge of program goals, familiarity with routine and emergency
procedures, the importance of confidentiality of client information,
and the protection of client’s rights. Volunteers will also
receive the same orientation and training that the residential
advisors receive. (See 401.6K). The volunteers will sign a form
stating that they have received the above training.
The workers of the respective agencies and parents will authorize
volunteer supervision for their clients by signing a form to be
placed in each clients file. This form will allow clients to be
supervised by volunteers.
Termination: Volunteers or interns may terminate their affiliation
with YSCC at any time. The Executive Director may terminate a
volunteer or intern after completion of a hearing with the individual
and consultation with the Board Chairman. A written termination
summary will be prepared by the Executive Director, and will be
signed by the Volunteer (if available), the Shelter Coordinator
or Counselor (if appropriate), and the Executive Director.
Rights of Children
Every child in a Shelter has a right to:
1. An individualized plan of care
and to participate in the development of the plan.
2. Freedom of religion.
3. Reasonable privacy.
4. Freedom from abuse.
5. Medical care.
6. Adequate and appropriate
food, clothing, and housing.
7. Clean, safe surroundings.
8. An educational program appropriate
to their individual needs.
9. Communication with their family
or significant others.
Children's Possessions
It is not necessary for children in Shelter care
to have cash on their person.
Upon intake to the Shelter program, all cash should
be put in lock-up and accessible for approved outings. A transaction
monetary sheet should be kept for the child. The child and staff
member authorizing transfer of money should sign the sheet for any
monetary transaction: (outing, store, school, etc.).
All valuables that the child does not want stolen,
lost, broken, or taken advantage of will be put in lock-up for the
protection of the merchandise. YSCC is not responsible for money
or personal belongings not turned in at Intake or left over thirty
(30) days after discharge of the child.
Illegal property will be confiscated and returned
to the parent or legal guardian or placing party. The agency reserves
the right to turn over illegal property to the police.
Each child may send and receive uncensored communications,
both by mail and by telephone.
Agency staff have the right to inspect all mail
in the presence of the child if contraband is suspected.
Any restriction which might be placed on communication
shall be clearly explained to the child, clearly documented in the
case record, and reviewed each working day.
Children Working in the Shelter
It is the policy of YSCC to support any resident
who wants to work or is working. The staff will transport and render
appropriate help to assist the resident in maintaining employment.
Further the staff will encourage residents of appropriate age to
seek employment when it is their best interest. Each case will be
assessed on it own merits.
Sexual Harassment
Sexual harassment of any kind will not be tolerated
by YSCC. Sexual harassment can be defined as a continuing pattern
of unwelcome sexual advances, requests for sexual favors or physical
contact of a sexual nature of any of the following conditions.
Americans with Disabilities Act
It is the policy of YSCC to comply with the Americans
With Disabilities Act. This act prohibits discrimination in all
employment practices.
